The Government of Uttarakhand on August 25, 2026, has notified the Uttarakhand Code on Wages Rules, 2026 under Section 67 of the Code on Wages, 2019. The Rules apply throughout Uttarakhand and prescribe the framework for implementation of provisions relating to wages, including minimum wages, payment of wages, deductions, claims, bonus and related employer obligations. The Rules were finalised after considering objections and representations received on the draft Rules previously published in March 2026.
The Rules prescribe procedures and authorities for matters including determination and payment of wages, permissible deductions, recovery of amounts, display of statutory notices and action for violations. Where authorised deductions exceed 50% of an employee’s wages, the excess is to be carried forward for recovery in subsequent wage periods, while disciplinary proceedings require a show-cause notice and at least 15 days to present the employee’s case. The Rules also provide for maintenance/submission of prescribed records and returns, including electronic filing in specified cases, and contain various forms for wage-related declarations, nominations and certificates.
The Rules further include provisions concerning minimum wages for specified employments/categories of workers, procedures relating to minimum bonus, and constitution/functioning of the relevant advisory/technical mechanisms. A schedule lists numerous occupations and categories of workers covered for wage-related purposes, including industrial, mining, construction, transport and other occupations. The Rules also provide for publication of relevant information on the Labour Department’s official website. Effective from the date of publication in the Official Gazette — August 25, 2026.
